On January 24, the Political Bureau of the CPC Central Committee held its 36th collective study on striving to achieve the goals of carbon peak and carbon neutrality. When presiding over the study, Xi Jinping, General Secretary of the CPC Central Committee, emphasized the need to deeply analyze the situation and tasks facing the work of promoting carbon peak and carbon neutrality, and to implement the decisions and arrangements of the CPC Central Committee in a down-to-earth manner, including organizing and implementing the "Ten Actions for Carbon Peak".

The plan proposes to integrate carbon peak into the entire process and all aspects of economic and social development, and to focus on implementing the "Ten Actions for Carbon Peak".

The first is the green and low-carbon transformation action for energy. Promote the substitution and transformation and upgrading of coal consumption, vigorously develop new energy, develop hydropower according to local conditions, actively and safely develop nuclear power, reasonably regulate oil and gas consumption, and accelerate the construction of a new power system.

The second is the action to save energy, reduce carbon and increase efficiency. Comprehensively improve energy-saving management capabilities, implement key energy-saving and carbon-reduction projects, promote energy-saving and efficiency improvement of key energy-consuming equipment, and strengthen energy-saving and carbon-reduction of new infrastructure.

The third is the action to reach carbon peak in the industrial sector. Promote green and low-carbon development in the industrial sector, achieve carbon peak in industries such as steel, non-ferrous metals, building materials, petrochemicals, and resolutely curb the blind development of high-energy-consuming and high-emission projects.

Fourth, the carbon peak action in urban and rural construction. Promote the green and low-carbon transformation of urban and rural construction, accelerate the improvement of building energy efficiency, accelerate the optimization of building energy structure, and promote the low-carbon transformation of rural construction and energy use.

Fifth, the green and low-carbon action in transportation. Promote the low-carbon transformation of transportation tools and equipment, build a green and efficient transportation system, and accelerate the construction of green transportation infrastructure.

Sixth, the circular economy helps carbon reduction action. Promote the circular development of industrial parks, strengthen the comprehensive utilization of bulk solid waste, improve the resource recycling system, and vigorously promote the reduction and resource utilization of domestic waste.

Seventh, the green and low-carbon scientific and technological innovation action. Improve the innovation system and mechanism, strengthen the construction of innovation capabilities and talent training, strengthen applied basic research, and accelerate the research and development and promotion and application of advanced and applicable technologies.

Eighth, the action to consolidate and enhance carbon sink capacity. Consolidate the carbon sequestration role of ecosystems, enhance the carbon sequestration capacity of ecosystems, strengthen the basic support of carbon sinks in ecosystems, and promote agricultural and rural emission reduction and carbon sequestration.

Ninth, the green and low-carbon national action. Strengthen the publicity and education of ecological civilization, promote green and low-carbon lifestyles, guide enterprises to fulfill their social responsibilities, and strengthen the training of leading cadres.

Tenth, the orderly carbon peak action in various regions. Scientifically and rationally determine the orderly peak target, promote green and low-carbon development according to local conditions, formulate local peak plans in coordination between the upper and lower levels, and organize the construction of carbon peak pilot projects. Increase the central government's support for local efforts to promote carbon peak, select 100 typical cities and parks to carry out carbon peak pilot projects, support pilot cities and parks in terms of policies, funds, and technology, accelerate the realization of green and low-carbon transformation, and provide practical, replicable, and popularizable experience and practices for the whole country.
